What is this consultation about?

    This consultation is about proposed changes to the travel assistance policy for children and young people with special educational needs and/or disabilities (SEND). We're seeking feedback on plans to introduce personal travel budgets for post-16 learners and how we organise transport for eligible students.

    Who can participate in the consultation?

    Parents, carers, young people (aged 16-25) and anyone with an interest in SEND transport services can participate. We especially welcome feedback from those directly affected by the changes.

    What is a personal travel budget?

    A personal travel budget is a flexible allowance for eligible young people to organise their travel to school or college. This approach offers greater freedom and choice compared to traditional council-organised transport.

    For parents or carers with their own vehicle, the travel budget is calculated using a mileage rate of 46p per mile, based on the council's standard travel rate. The amount provided is discretionary and takes into account the distance from the home address to the school or college, calculated for a maximum of two return journeys per day. The distance will be measured using the council’s transport software.

    The level of reimbursement will be determined as follows:

    • Mileage: The total distance for up to two return journeys per day (home to school and back, twice daily).
    • Frequency: The number of return journeys made per week or month.

    For example, if the distance from home to school is 5 miles, two return journeys daily would equate to 20 miles per day. At 46p per mile, this results in a daily reimbursement rate of £9.20. Over a typical 20-education-day month, the total reimbursement would be £184.

    For parents/carers without access to a vehicle, alternative arrangements will be made based on individual circumstances. This may include discretionary payments for taxis, chaperones, or necessary equipment. These factors will be considered when calculating the personal travel budget.

    Will the proposed changes affect all SEND students?

    No, the changes are specifically for post-16 students. However, each student’s needs will be assessed individually, and council-organised transport will still be available for those with more complex needs where a personal travel budget is not appropriate.

    How will the assessment process work?

    Each eligible young person will go through an individual assessment to determine their travel needs. This assessment will guide whether they receive a personal travel budget or if council-organised transport is more suitable for them.
