Rooted in the principles of accessibility, affordability, and inclusivity, the following policies address a wide range of housing needs, ensuring that Oldham remains a great place to live.


The policies listed below are designed to support the creation of new homes in sustainable locations in Oldham. A summary of them is given under each heading.


  • Policy H1 Delivering a Diverse Housing Offer:
    • This policy establishes the foundation for a diverse housing market. It supports the delivery of high quality, accessible homes to accommodate the needs and preferences of our residents. By promoting a variety of housing options, we aim to create communities that are inclusive and responsive to the evolving demands of our population.


  • Policy H2 Density of New Housing:
    • Addressing the efficient use of land, this policy outlines guidelines for the density of new housing developments. By balancing density considerations with the need for green spaces and amenities, we aim to create sustainable, well-designed neighbourhoods that enhance the overall quality of life for residents.


  • Policy H3 Housing Mix:
    • Ensuring a balanced housing mix is crucial for fostering vibrant, socially integrated communities. This policy encourages the development of neighbourhoods with a mix of housing types, sizes, and tenures, promoting diversity and social cohesion within our residential areas.


  • Policy H4 Local Housing Needs:
    • This policy recognises the specific housing needs of our population and the need to promote inclusivity. It supports the delivery of housing, which is suitable for older people, disabled people, looked after children and care leavers.


  • Policy H5 Affordable Housing:
    • This policy aims to increase the number of good-quality, affordable homes in our borough by requiring new developments to contribute a fair and suitable amount of affordable housing, in a range of tenures. By promoting the inclusion of affordable housing in new developments, we aim to address the housing needs of a wide range of income groups and enhance social inclusion.


  • Policy H6 Houses in Multiple Occupation:
    • This policy regulates the development of Houses in Multiple Occupation (HMOs) to ensure that they meet appropriate standards and do not compromise the quality of life for residents. By maintaining a balance between housing diversity and neighbourhood character, we aim to create harmonious communities.


  • Policy H7 Gypsies, Travellers and Travelling Showpeople:
    • This policy addresses the housing needs of Gypsies, Travellers, and Travelling Showpeople, recognising their cultural practices and lifestyle. By supporting suitable accommodation, we aim to foster understanding, inclusivity, and respect for diverse housing requirements.
