CONSULTATION PERIOD EXTENDED TO 12 NOON MONDAY 30 MARCH 2026
The Draft Beal Valley and Broadbent Moss Masterplan and Spatial Design Code SPD has been prepared to provide further guidance on the policy requirements of Places for Everyone (PfE) allocations JPA10 Beal Valley and JPA12 Broadbent Moss. In particular, the requirement for development to be in accordance with a comprehensive masterplan and design code as agreed by the local planning authority.
The Draft SPD sets out:
The constraints and opportunities that have helped inform the masterplan and spatial design code
A vision and the main development principles for both sites
A spatial design code that considers matters such as:
identity
nature and Green and Blue Infrastructure
movement and public realm
built form
An infrastructure phasing and delivery strategy
The Draft SPD and the supporting documents are available in the key documents section to the right. These are:

Consultation is taking place between Wednesday 25 February 2026 to 12 noon on Monday 30 March 2026.
Comments on the Draft SPD and its supporting documents can be submitted using the online representation form via the survey links provided.

Following the period of public consultation, the responses received will be considered. If considered necessary, amendments will be made to the document prior to Oldham Council adopting the SPD.
Once adopted, the SPD will be a material consideration in the determination of planning applications relating to JPA10 Beal Valley and JPA12 Broadbent Moss.
