Oldham’s Transport Strategy and Delivery Plan addresses our transport needs for the future.

It reflects the Greater Manchester Transport Strategy 2040, which sets out the long-term vision for how the transport system needs to change across Greater Manchester and the key priorities for achieving this.

The Oldham Local Plan will help deliver a transport system that enables and encourages sustainable and active travel choices, provides good accessibility for residents to jobs and services, and supports a healthy environment. The policies in this chapter promote the role of streets not as a highway, but as a place.

TfGM are currently working on their Streets for All Strategy which will provide strategic guidance and design advice on how streets should be designed across Greater Manchester, depending on their role. The role of car parking on the design of streets is also important.

The policies listed below are designed to support Creating a Sustainable, Active, Accessible Network for Oldham. A brief summary of them is given under each heading.

  • Policy T1 - Delivering Oldham’s Transport Priorities
    • The policy establishes Oldham's transport priorities and how we will support their implementation through the planning system, to create a more active travel orientated network and ensuring the implementation of the Local Cycling & Walking Implementation Plan (LCWIP).
  • Policy T2 - Creating Sustainable Streets
    • The policy establishes pedestrian priority in the design and retrofitting of new streets in Oldham, it also ensures that the TfGM Streets for All Design Guide is supported in planning policy in Oldham.
  • Policy T3 - Car Parking Standards in Oldham
    • The policy establishes maximum parking standards in Oldham. Depending on the location of the development, with lower/no car parking required in highly accessible locations (town centres and those within 800m of a Metrolink stop), to allow for higher densities.
  • Policy T4 - Providing for electric vehicle charging points
    • The policy establishes standards for the installation of electric vehicle (EV) charging points in new development in Oldham.
  • Policy T5 - Transport Statements, Assessments and Travel Plans in New Development
    • The policy the thresholds for when Transport Statements, Assessments and Travel Plans are required for new development in Oldham. Depending on the size of the development proposed, different technical studies will be required to be undertaken.
