Tourism could have a significant role in raising Oldham’s profile and improving its economic competitiveness.

It also creates new jobs and creative and leisure opportunities residents and visitors. It is therefore important that this plan supports its continued success.

Our key focus for tourism will be Oldham town centre and our Green Infrastructure network. To support the growth of the tourism industry in Oldham, we are proposing the following policies in the Draft Local Plan:

  • Policy TM1 - Tourism:
    • Policy TM1 outlines the council's support for new tourism-related development in Oldham, emphasising the protection and enhancement of key tourism locations. The priorities include diversifying the town centre by attracting investment for the night-time and visitor economy, improving the food and drink offer, expanding the entertainment and leisure sector, and developing cultural attractions.
  • Policy TM2 - Farm Diversification:
    • Policy TM2 outlines the council's support for farm diversification proposals that contribute to the rural economy, even within the Green Belt, under certain conditions. The scale of development must be appropriate for the rural location, avoiding unacceptable negative effects on neighbouring land uses or the environment. Furthermore, there should be no unacceptable impact on surrounding land, including soils, biodiversity, and geodiversity. Finally, the proposal should meet acceptable standards in highway terms, encompassing aspects like access, traffic generation, and parking provision, all while considering the preservation of Green Belt openness.
