We are committed to creating diverse, inclusive, and sustainable housing that meets the varied needs of our community. Rooted in the principles of accessibility, affordability, and inclusivity, the following policies address a wide range of housing needs, ensuring that Oldham remains a great place to live.

The policies listed below are designed to support the creation of new homes in sustainable locations in Oldham. A brief summary of them is given under each heading.

• Policy H1 Delivering a Diverse Housing Offer:
  • This policy establishes the foundation for a diverse housing market, recognising the importance of offering a range of housing types to accommodate the needs and preferences of our residents. By promoting a variety in housing options, we aim to create communities that are inclusive and responsive to the evolving demands of our population.
• Policy H2 Housing Mix:
  • Ensuring a balanced housing mix is crucial for fostering vibrant, socially integrated communities. This policy encourages the development of neighbourhoods with a mix of housing types, sizes, and tenures, promoting diversity and social cohesion within our residential areas.
• Policy H3 Density of New Housing:
  • Addressing the efficient use of land and resources, this policy outlines guidelines for the density of new housing developments. By balancing density considerations with the need for green spaces and amenities, we aim to create sustainable, well-designed neighbourhoods that enhance the overall quality of life for residents.
• Policy H4 Homes for Older People:
  • Recognising the specific housing needs of our ageing population, this policy encourages the provision of homes suitable for older people. By promoting age-friendly design and access to supportive services, we aim to create environments that allow older residents to live comfortably and maintain their independence.
• Policy H5 Homes for Disabled People:
  • This policy underpins our commitment to inclusivity by encouraging the development of homes that are accessible and adaptable for people with disabilities. By prioritising universal design principles, we aim to create housing options that cater to the diverse needs of our residents.
• Policy H6 Homes for Children and Care Leavers:
  • This policy focuses on the unique housing needs of children and care leavers, ensuring that suitable accommodation and support services are in place to facilitate their transition to independent living. By providing a supportive housing environment, we aim to empower young individuals to thrive and contribute to our community.
• Policy H7 Affordable Housing:
  • Affordability is a cornerstone of our housing policies, and this policy outlines measures to ensure the provision of affordable homes. By promoting the inclusion of affordable housing in new developments, we aim to address the housing needs of a wide range of income groups and enhance social inclusion.
• Policy H8 Vacant Building Credit:
  • This policy recognises the potential for revitalising vacant buildings to contribute to housing supply. By offering incentives for the reuse of existing structures, we aim to promote sustainable development and contribute to the preservation of our built heritage.
• Policy H9 Rural Exception Sites:
  • Acknowledging the distinct challenges of rural areas, this policy allows for exceptions in planning requirements for affordable housing in rural locations. By facilitating the development of affordable homes in rural settings, we aim to address the unique housing needs of these communities.
• Policy H10 Houses in Multiple Occupation:
  • This policy regulates the development of Houses in Multiple Occupation (HMOs) to ensure that they meet appropriate standards and do not compromise the quality of life for residents. By maintaining a balance between housing diversity and neighbourhood character, we aim to create harmonious communities.
• Policy H11 Custom/Self-Build and Community-led Housing:
  • Promoting individuality and community involvement, this policy encourages custom/self-build and community-led housing initiatives. By supporting innovative approaches to housing development, we aim to empower residents to actively participate in shaping their living environments.
• Policy H12 Gypsies, Travellers and Travelling Showpeople:
  • This policy addresses the housing needs of Gypsies, Travellers, and Travelling Showpeople, recognising their cultural practices and lifestyle. By supporting suitable accommodation, we aim to foster understanding, inclusivity, and respect for diverse housing requirements.
• Policy H13 Housing and Mixed-Use Allocations:
  • This policy identifies specific allocations for housing and mixed-use developments. By strategically identifying suitable areas for growth, we aim to ensure that new developments align with the overall vision for a sustainable and well-connected community.
